Joi Dean, next year's president of tolling association IBTTA, has called on the industry to cast its net wider to advance its cause.
"As we move forward, we must think beyond our traditional tolling partners and embrace a broader ecosystem of innovators, technologists, researchers, and community leaders," Dean said, in her speech accepting her role as the organisation's president for 2026.
"The transportation landscape is evolving – and so must we. Together, we’ll build on existing pilot programmes, capitalise on new technologies, and strengthen the relationships that are already shaping our industry. We’ll learn from one another, build with one another, and get better – together."
Dean, who is CEO at Richmond Metropolitan Transportation Authority, takes over on 1 January from 2025's president James Hofmann, executive director and CEO of North Texas Tollway Authority.
She laid out her vision for IBTTA, based on three pillars: investment, impact and Influence.
"Investment means we’re investing in people," Dean says. "From seasoned leaders to emerging professionals, from workforce development to our Leadership Academy – this is about ensuring our members have the tools and opportunities to thrive in today’s changing world."
"We’ll identify opportunities to expand professional development webinars, mentorships, and internships – creating a pipeline of talent ready to lead the next generation of transportation innovation."
'Impact' is "how we measure progress", she adds.
"Through technology, and programming that transform communities and improve lives. We’ll launch innovation incubators to tackle challenges like congestion, sustainability, opportunities, digital transformation and AI – and to bring creative solutions to life."
On the question of influence, she says IBTTA will "advocate for smart policy, amplify our global presence, and collaborate with partners like Asecap, WTS, Aashto, TRB, ITS, Apta, and Comto".
"Because when we work together, we don’t just shape projects – we shape futures. And as we do this work, we’ll invite new partners to join us in service and programming that reflect who we are – a community committed to purpose and progress."
